It does seem that some suppliers recommend one and some two.

Take a look at this website www.vastern.co.uk/tc-fixing-feather.html which discusses the matter further and may be of use.

Vastern recommend one nail 10mm above the upper edge of the previous board. They believe using two nails would not allow for shrinkage and can result in splitting.
