If i am building traditional cavity work ie brick outer skin 100mm cavity, 140mm 15n concrete block inner skin, do i need to install padstone for the steel beams or are the 15n blocks sufficent?

They may be, but this is really a job specific question.
In essence they need to be adequate for the given situation. The only people that can give you an answer on this would be the structural engineer who gave you the original beam calculations or your Local Authority Building Control Officer. I would strongly advise you to consult with both.

I am renovating an old Cheshire brick house , with 9 inch walls, some interior walls will have to be made good or rebuilt. I am thinking about using a 73mm solid engineering brick because in has low moisture absorbsion, probably seconds as it will be plaster boarded and skimmed . Can you make any suggestions if you think my choice is wrong.

I cannot see anything obviously wrong with your choice. However, there is a great deal of information about choice of brick on the web sites of the companies featured above and you may be missing out on an even better solution.
