Can I have a balcony constructed after building has finished?
This entirely depends upon the size and weight of the balcony and the type of construction of the building.
Taking a typical brick and block cavity wall, the main issue is the turning moment rather than the downward force. The balcony is effectively trying to rip it's top anchors out of the wall.
A good Structural Engineer (see Construction Professionals brown tab at top of page) will check this out and design the fixings. Normally a steel plate will be required under the plaster to spread the forces from 'point load' to evenly spread.
The further out the balcony comes from the wall the more the forces increase exponentially!
A simple dummy (Juliet) balcony might be the answer if you just want the look.
